For making the perforations in stamps (which I do almost never) I use a sewing machine with an altered needle. See this tutorial:

when i make stamps...

rarely...I use a doctors pinwheel..

with a surgical supply house down the way - i usually have an assortment of strange poking & cutting devices...

I use that same scissors but also found a "hole" punch that is rectangular and has edges that resemble perforations. Someone once said they used a sewing machine, sans thread, with the needle replaced by something thicker. My memory doesn't serve, so I can't remember who or what, but you get the idea.

Good idea on the scissors....I should have known this I was a custom picture framer for Michaels for umpteen zillion years, which was a good and a bad thing for an artist because I NEVER went home with a full paycheck! Mim...too funny, I was researching perforating tools and actually came across the Michaels in your link, totally bad! Haha...but great!
