both were in downtown historic Elgin

There is a video documenting the exhibition from January 2013. The video - documentation you must remember - neglects to include a date for the show. So it was circa January 2013.

Library? I remember the exhibition being in the Elgin municipal building. Tinkler's dead cat trial bizarrely occurred in the building the same time as the show.

Now I've received authentic Trashpo from the streets of Hollywood gathered by Nadine Wendell-Mojica (DKULTSOCAL). Nadine does the MinXus Hollywood Report for the M-L blog, and I think this is a really exciting installment.
