The Russian Post wrote me an official letter. Here are some excerpts:

We have been doing our utmost to ensure that the postal consignment is delivered and we will now be operating again in this mode. We promise you that refusing delivery will be the last decision. Delivery times for international items will definitely be increased, with closed skies this is inevitable. If postal sorting terminals fill up to critical levels waiting to be dispatched, we will temporarily suspend acceptance of items. We are in talks with the Posts of neighbouring countries to agree to connect airmail as close to the Russian border as possible. In this way, we can minimize time by shortening the route for shipments on highways and railways. Within Russia, our logistics channels are working steadily: where necessary, we have realigned our routes, replacing air freight with overland freight, and are making every effort to ensure that situational delivery routes minimise the time it takes for mail items to travel.
