Katerina good morning. Sorry to contact you here but it seems that the usual way is blocked, all my contacts have disappeared now as did the pictures weeks ago. Rudd has been informed and he has done something but it did not help. So back to good old snail mail. I am preparing a foldilope to send in December. Please send me a short word by the usual message page just to see if it works from your side. It probably will not so do not waste too much time. Thank you for the lovely postcards, they have been on the STG doing the rounds in the neighbourhood.

so USPS raised the rates before they had printed the new 29 cent stamp in 1991!

It is really a 4 cent "addition"! amazing :-)

The card with selvage includes an actual stamp at bottom left which was used with any 25¢ stamp to "make up" the new 29¢ letter rate established on 03 FEB 1991.  In other words, it is a 4¢ stamp still valid for postage.
