This is something I finished the other day with some acrylic paint. It is called "OK Captain Bull":
Beuys loved writing on those smaller blackboards. His writing is how he learned it at school in the 1920s. You remembered the phrase correctly. Frame means stretcher frame here, the material painters use. Beuys was of the opinion that to paint would NOT be the adequate means at all expressing what he wanted to as an artist. Plug in
