This is Mail-art...
There are no real set rules...

I personally follow these guidelines...

In an envelope - make it look nice - i may draw or stamp on it ...
I often get envelopes with nothing inside - the art has been done on the outside of the envelope..(Thanks to E)

I was told that the original idea behind mail art was that the art is seen by people as it travels..
It gets postmarks - it has stamps & more than likely loses stuff on the journey... 

The real answer - do not limit yourself by thinking that there are some kind of rules to mail-art
