undelivered to Tulio Restrepo a, Colombia 2012

Tulio Restrepo tell me this envelope even has the correct street address on it and they send it back, denying he is there. Does this mean they think we should not know each other, that they can convince me that there is no Tulio to be found? They can fool some of the people some of the time, but they cannot fool Tulio.
