The internet site that caught Your attention [ mailartprojects.blogspot ] is really in a state of neglect and decline. You can read something about the new projects here on the page [ https://iuoma-network.ning.com/events ]. I, for example, have tried to invite people to participate in this project [  https://iuoma-network.ning.com/events/mail-art-in-and-from-the-muse... ]. I think it's just that information about new projects is extremely decentralised.
