Mail art envelope orientation query

Hey mail art friends, is it correct that if I want to send a mail art envelope with the envelope design and its address info oriented to portrait style vs landscape style, it costs extra postage?

hello, here in SERBIA the only determining factor is the weight of the shipment, the price is very similar for all destinations, and an extra charge if you want airmail. Previously, they accepted only in industry standard envelopes, but now anything can be accepted, and the payment by weight, if it is a predetermined weight, goes under a different code. When it comes to stamps, you have to mention that you want a stamp, as they are not required to put one, just a sticker that changes the stamp.

Envelopes must be rectangular and made of paper to qualify for letter prices. Your envelope can be a maximum of 11-1/2" long x 6-1/8" high. (A standard No. 10 envelope is 9-1/2" long x 4-1/8" high.) You can fold what you put in your envelope, but it needs to stay flat—no more than 1/4" thick.

First Class Mail International Large envelopes (flats):

• Maximum weight: 16 ounces*
• Maximum height: 12" - Minimum height 6-1/8”
• Maximum length: 15” Minimum length 11-1/2”
• Maximum thickness: 3/4"
• (as you can read, such a case is not mentioned, so, YES, you can do that. Just bare in mind, the cancelling is automatic in most Postal offices, so your piece could meet ''fun'' , depending on the position in the moment of canceling (Unless the postage is cancelled by hand in the small offices I would guess)
