CB, it came from an incident where a lunatic accosted Dan Rather and asked: "What's the frequency Kenneth?" Later became a song by REM. Don't get hung up on this. DW used to talk to someone named Steve. There is no Steve, well, there is, but Steve's not here.

And if you google "What's the frequency" you'll find a page called "If they can get you asking the wrong questions, they don't have to worry about answers." This is all true and it happened this morning! :-o

I think it is actually that Stewart guy who got me pickled. I had nooo idea who he is and what it meant. Yes, I think it's him, now that you mention.
