How nice of DeJoy and staff to CARE for mail art from Picasso!

Picasso Gaglione sent a 1/2 A4 Blue and Yellow card for Ukraine:

but there must have been a mix-up with the USPS machine 

and a "human" had to blacken the postal machine code

and send it in a USPS security envelope to Greece ???

It arrived safely, thank you, Bill!

that would be my guess too. though the one i got didn't seem to have any clues like that as to what might have happened.

For some reason the US postal code...machine printed...was blackened 

with a marker, so USPS had to put it in their envelope, I guess?

interesting and a bit odd. i had a similar envelope too, but the mail seemed undamaged so it was a bit puzzling.
