i can't speak for awyn, but it doesn't say ONLY russia and china. i doubt that is her meaning - they are two obvious examples that a lot of people are thinking/talking about. She could have easily referred to florida's "don't say gay" idiocy. i'd also be shocked if her intent was to to suggest this equated tolerance or accepatance of racism or racist incited violence.
