Bonsoir Svenja! Sorry to hear about your problems with the Post Office; all I can say is that I hope that things get better.
I live in a small village (of about 4,000 people) and, over the last year, have built up good relations with my local post office and post lady. They know I send and receive unusual mail, and don't seem too worried about it. I recentluy decided to test how 'local' the syetem was and sent an envelope to myself addresed 'herman, 11130'. I think I am the only herman in the village. 11130 is the post code of the village, but not my house, and so with this minimum amount of information my challenge to the post office was to deliver the envelope to me. They did, within 24 hours, which was pretty good; Vive La Poste!
I never buy commemorative stamps -- they are too big, and usually rather ugly in both their design and execution, and in the (usually) bizarre theme that they are celebrating. I just use ordinary, small stamps, and design my Mail Art for them.
