Nope.  They were concerned about countries or faux countries putting out substantially more issues and quantities of same greatly in excess of the postal need hence, "speculative", as they put it in 1893.

This is an ongoing topic in organized philately more than 100 years later.  There are 10 images on the page, almost half (and in quantity far more than that) are artistamps as documented here . . .

They seem worried about counterfeit and washed stamps. It doesn't seem like they have really looked at artistamps. Hard to mistake some of those for anything mundane.
