From what I can gather its a bit of both. Some people prefer all the art on the envelope/card. others decorate the envelope and also add a piece of art inside. And yet others stuff the envelope with things like poems,recipes,newspaper articles in addition to the 'art'. My advice to you - do what it is that you like to do!
