I think this is due to Progress, that is, about the sorting machines replacing the human brain. In the good old times I have sent and received amazingly trashed envelopes, covered with all sort of marks, stamps etc. I had exchages with other mail artists reusing the same envelope over and over. Sot of a postal tennis match.

17.06.19 Dare Ms. Bonniediva, Yeah, this is a touchy/sensitive area with certain select  postal authorities (& as it should be)--- but I also have a similar mindset to your way of thinking.  Utilizing abandoned & trashed perfectly usable envelopes  seems very practical  to me. (Yes, I can certainly understand that  permit numbers, business addresses,  codes, etc. should not be left to confuse then postal machines & postal personnel ) but otherwise I don't see the problem (especially given all that social good will jazz about "recycling" & not to mention all the crazy hoopla the eyes of the poor postal employees must endure anyway sorting whacky mail art.  Ms. Patricia Landon offers a quick comment & solution ( we "artistickle types" (mail artists) are oftentimes amused & entertained by the simple interior patterns printed on select business envelopes).  Keep the faith & all best so you.
