I guess In a way Mail Art is hand-outs.  Mixed feelings about this one, but in the end I thought it was a funny use of barcodes.  A loose translation is: "And if against poverty it's you who reaches out."

A very sad & real subject, which shouldn't be taken lightly except in Mail Art.
